Customs and Border Protection sent notice of a delay for implementing Phases 2 and 3 of the Automated Commercial Environment, which requires all commercial carriers to submit an electronic manifest, on Wednesday.
Citing technical problems of transmitting the e-Manifests, CBP will delay the phases a minimum of 30 days, leaving the new implementation of Phase 2 no earlier than April 26 and of Phase 3 no earlier than May 26. The delay only involves ports of entry in Washington, eastern North Dakota and Arizona.
The Border Trade Alliance had submitted comments to CBP on March 8, urging that difficulties with e-Manifests be resolved to prevent massive delays at ports of entry.
