House Votes 411-3 to Delay DOT Pilot Program

This week the House approved legislation that would delay U.S. Department of Transportation’s pilot program granting access to U.S. roadways to Mexican carriers. Only three Congressmen, Representatives Henry Cuellar (D-TX), Jeff Flake (R-AZ), and Charlie Gonzalez (D-TX) opposed the legislation sponsored by Rep. Nancy Boyda (D-KS). The measure would restrict the program to 100 Mexican carriers and 1000 total trucks, establishment of an independent panel to evaluate the program and require certification from the DOT inspector general that safety and inspection requirements have been met, including drug and alcohol testing. The bill also requires Mexican truckers to meet English speaking-proficiency standards. U.S. DOT responded that if enacted, the legislation would delay implementation of the pilot program late into 2008.
