February 24, 2009, Mexico City - Fernando Gomez Mont, Secretary of the Interior (Internal Affairs) in Mexico (Secretario de Gobernación) - head of the agency in tasked with addressing mexico’s narco and public saftey issues - spoke confidently about Mexico’s future and “reinforced” a commitment to the war on organized crime before participants at the “Security and Saftey: The Impact on Cross-Border Trade” Border Trade Alliance Conference in Mexico City. The Secretary encouraged cooperation, vigilance, patience, and responsibility from all levels of governement, the media, and the United States in the war, while reiterating the border region’s continued importance as a vital economic engine central to reform and prosperity in Mexico.

Secretary Gomez Mont stressed that when the decision was made to undertake the war on organized crime and corruption in Mexico, “we were aware that it would be costly,” however, abounded Gomez Mont, “we decided to do so, because it is the only morally valid option for a society that aspires to live in peace and freedom and because not doing so is more expensive.”

“The federal government clearly has the goal of restoring peace to our society.” said the Secretary. Later, he went on to say, “We know that without true security in a democracy there can be neither prosperity nor full economic development. The country we want our children to inherit needs to be built on an environment of certainty in which we can develop our potential. Never like today have we recognized the magnitude of the challenge from the federal government and have taken actions to address it.”

Mexican Reforms

Regarding domestic policy, the Secretary said that over the past two years the federal government has made the seizure of cash, weapons and drugs largest in history anywhere in the world. He stated that Mexico has prevented the sale of more than 232 million doses of cocaine, more than four million doses of marijuana and nearly six million doses of heroin; this, from any perspective, is a tremendous achievement.

He also noted that the government had initiated “Operation Cleanup”, a plan to weed out corruption, which involves a profound restructuring of the institutions it has detected are in the presence of the enemy, who were believed to be our allies, and have been expelled them for punishments that match their despicable actions.

In addition, the Secretary noted criminal justice reforms, education, and social programs that are “working to rebuild the social fabric in order to prevent addiction and prevent criminal behavior in our youth, to avoid the shortcomings of our population that could become assets for our enemies.”

“The preventive fight against criminal groups allows the positive results to prevail in the long term,and that the cost of cleaning our institutions and our society, would bring irreversible benefits.” stated Secretary Gomez Mont.

The Border - Securing an Economic Force

Highlighting the border region as a key site for the country’s economic growth, Fernando Gomez Mont said “Juárez is and will remain a key location for productive investment and economic development at the border that will benefit of both sides (US and Mexico) the same,” said the federal official.

That is why, the official stressed, the border between Mexico and the U.S. has to be space where the authorities of both countries join efforts to curb the illicit traffic in drugs, arms and people, while promoting legal transit of goods and affecting people in better living standards for both. He went on to note that border security and thus Juarez has become a priority for the federal government.

Ciudad Juarez, he insisted, is not simply a place where drug trafficking exists, it is a place where the export industry in Mexico, where the maquiladora industry, where the development of goods and services are a fundamental force.

“In that sense, the Federation to assist in strengthening state and municipal authorities together to regain the strength to bring the violence in the state and restore peace to the people,” he said, promising that the federal government will not leave the authorities in Chihuahua to deal with this alone.  He continued to state that the country remains clear in it’s committed “to strengthen states and municipalities, so that together we can restore calm.”

Perception and Reality in the Media

The Secretary emphasized that the government of President Felipe Calderón has faced these problems with transparency, accountability and realism, as it has not minimized the seriousness of the facts, or the casualties of drug trafficking and expansion of authorities when warranted.

Yet, given this circumstance, he said, what is needed is to “contextualize that information along with the stories of work, sacrifice, success and opportunity that exist in Juárez and throughout the region.”

Message from the Secretary of the Interior, Fernando Gomez Mont, in his speech am the Security Forum and its Impact on Border Trade, organized by the Border Trade Alliance (BTA)

Estimados Organizadores y público asistente, Muy buenos días tengan todos ustedes.

Dear organizers and audience, Very good morning to you all.

Hoy México atraviesa un momento crucial en la determinación de su futuro.Today Mexico is going through a crucial time in determining their future.

Por un lado, nos amenaza una crisis económica internacional, que afecta nuestras oportunidades de exportación y empleo.

On the one hand, we are threatened by an international economic crisis, which affects our export and employment opportunities.

Gracias al manejo responsable de las finanzas públicas, México está por primera vez preparado para enfrentar esta crisis.

Thanks to the responsible management of public finances, for the first time Mexico is prepared to face this crisis.

Hemos hecho un diagnóstico de la situación, y hemos emprendido a tiempo un programa contra cíclico para inyectar dinamismo a la economía.

We made a diagnosis of the situation and we have started on time a plan of action “anti-cyclic” so we can inject dynamism into the economy.
* El 7 de enero pasado el presidente Felipe Calderón presentó el Acuerdo Nacional en Defensa de la Economía Familiar y el Empleo para Vivir Mejor, una estrategia integral de superación de la crisis que se sustenta en los ejes de promoción del empleo e inversión en infraestructura.
* On January 7 of this year, President Felipe Calderón presented the Agreement for the National Defense of the Economy of the Family and Jobs for Better Living, a comprehensive strategy for overcoming the economic crisis that is based on the principles of promoting employment and investment in infrastructure.

* Agilizamos el gasto social destinado a los más pobres al autorizar ya en diciembre, las reglas de operación de los programas sociales.
* We accelerated the social spending for the poorest last December when we approved the rules of operation of social programs.

Estamos trabajando con el poder legislativo para lograr una agenda de reformas que permitan acelerar el gasto y promover el crecimiento.
We are working with the legislature to achieve an agenda of reforms that would allow us to accelerate public expenditure and promote growth.

Por otro lado, el combate al crimen organizado atraviesa una etapa fundamental en la que las bandas delincuenciales reaccionan cada vez con más desesperación, y ante la cual, el reto de la unidad es más relevante.
On the other hand, the fight against organized crime is going through a crucial stage in which criminal gangs react with increasing desperation, and to which the challenge of remaining united is most relevant.

La presente administración ha enfrentado con la mayor responsabilidad y realismo los problemas.
This administration has faced these problems with the greatest responsibility and realism.
No minimizamos la gravedad de los hechos cuando se justifica, ni usamos el temor como herramienta de convencimiento.
We do not minimize the seriousness of the facts when warranted, or use fear as a tool to convince.
Atendemos con la cara en alto y la debida oportunidad los problemas que se presentan y los errores que se cometen.
We have faced the problems that have risen and the mistakes that have been made with our heads held high, and have been given the right opportunity to address them.

Por ello y porque contamos con la razón moral que asiste al Estado en su lucha por el imperio de la ley y la tranquilidad de los ciudadanos, en el gobierno federal estamos confiados respecto a la consolidación de un mejor futuro.
Therefore, because we have the moral right that backs up the government in its struggle for the rule of law and the peace of mind of its citizens, we at the federal government are confident about building a better future.

Sabemos que la prosperidad depende de acciones muy claras que reestablezcan, en primera instancia, el Estado de Derecho.
We know that prosperity depends on very clear actions that can reestablish, first and foremost, the rule of law.
Estamos convencidos de que el primer paso es fortalecer nuestra estructura interna, nuestras leyes e instituciones, para que podamos enfrentar los embates externos.
We believe the first step is to strengthen our internal structure, our laws and institutions, so that we can confront external challenges.
En ese sentido la guerra con las organizaciones criminales es nuestra prioridad principal.
In this regard the war with organized crime is our top priority.

En los últimos años, han cambiado los incentivos del narcotráfico como negocio.
In recent years, the business incentive of drug trafficking has changed.
En México, según,la Encuesta Nacional de Adicciones 2008, el número de jóvenes con una adicción severa ha pasado de 307 mil a 465 mil, un incremento de 51% desde 2002.
In Mexico, according to the National Survey of Addictions 2008, the number of young people with a severe addiction has increased from 307 thousand to 465 thousand, an increase of 51% since 2002.
Más jóvenes prueban y consumen drogas, más jóvenes las tienen a su alcance.
More young people try and use drugs and more young people have them at their fingertips.
México ha dejado de ser sólo una ruta para el narcotráfico para convertirse en un mercado.
Mexico is no longer just a route for drug trafficking, it has also become a market.

Asimismo ha habido un cambio estructural en el consumo y la producción de las drogas que ha modificado la operación tradicional del narcotráfico.
There has also been a structural shift in consumption and production of drugs that has changed the traditional drug trafficking operation.
Al auméntar el consumo al interior del país, e incrementarse la demanda internacional por drogas como las metanfetaminas, se generaron mayores incentivos para que los cárteles buscaran colocar en territorio mexicano la producción y venta de otros estupefacientes.
The combination of an increase in internal consumption of drugs and the increase of international demand of drugs such as methamphetamines, has generated more incentives for the drug cartels to place in Mexican territory the production and sale of other narcotics.

Es por ello que se han volcado a mantener un mayor control territorial de nuestro pais tanto para el menudeo como para el desarrollo de los mercados de consumo
That is why they (the drug cartels) have focused on gaining more territorial control so they can distribute and also develop markets of consumption.

Esta expansión de la delincuencia ha traído consigo un mayor incentivo a corromper a las fuerzas de seguridad al interior del país.
This expansion of the crime has brought a greater incentive to corrupt the security forces inside the country.

Para garantizar su operación, ahora los cárteles no solamente pretenden controlar una ruta de distribución, sino amplios espacios geográficos donde garantizar la satisfaccion del consumo.
To ensure its operation, the cartels now not only seek to control a distribution route, but to ensure broad geographic areas of consumption.

Derivado de ello, las organizaciones delincuenciales ahora se encuentran en una franca guerra por los consumidores.
Derived from this, the criminal organizations find themselves in an open war to gain consumers.
Esto intensifica la violencia, independientemente de la acción del Estado por combatirlos.
This intensifies the violence, regardless of government action to combat them.

Los cárteles, además pelean por nuevos mercados y han diversificado su actividad para incluir tráfico de otros bienes y de personas, lo que subraya la necesidad imperiosa de atajarlos y reprimirlos
The cartels also are fighting for new markets and have diversified their activities to include smuggling of other goods and people, which underlines the imperative need to stop and punish them.

La estrategia de combate se vuelve, pues, más urgente, Acotar sus rutas de distribución ya no es suficiente.
The strategy of fighting back is therefore more urgent, to diminish their distribution routes is no longer enough.

Se necesita recuperar una a una las localidades infiltradas por el narcotráfico, ya ello se ha avocado la administración del Presidente Calderón dese su inicio.
It is necessary to recover one by one the locations infiltrated by drug traffickers. This is what the administration of President Calderon has focused from the beginning.

En esta estrategia, la seguridad fronteriza se convierte en una prioridad.
In this strategy, border security becomes a a priority.
Tenemos que asumir el problema común de que así como la mayor parte de las drogas fluyen de México a los Estados Unidos, del norte fluyen a nuestro país la enorme mayoría de las armas con las que los cárteles combaten al Estado Mexicano,y agreden a nuestros ciudadanos, y la mayor parte del dinero sucio que enriquece a los narcotraficantes.
We must assume the common problem that even though most of the drug trafficking moves from Mexico to the United States, from the north to our country we have the flow of the vast majority of weapons, used to battle with the government and hurt our citizens, and the flow of dirty money that enriches drug dealers.
Asimismo, la demanda en el vecino país sigue siendo el principal motor del negocio del narco.

Also, demand in the neighboring country remains the main engine of the business of drug trafficking.

Con datos de la Oficina Contra la Droga y el Delito de las Naciones Unidas sabemos que en él se consumen 10 veces más dosis de marihuana, 20 veces más de cocaína y hasta 50 veces más de anfetaminas que en México

With data from the Office Against Drugs and Crime of the United Nations we know that the United States consumes 10 times more doses of marijuana, 20 times more cocaine and 50 times more in amphetamines than Mexico.
Es por ello que la frontera entre México y Estados Unidos tiene que ser espacio donde las autoridades de ambos países unan esfuerzos por detener el tráfico ilícito de drogas, armas y personas, al mismo tiempo que fomenten el tránsito legal de bienes, servicos y personas que repercutan en mejores niveles de vida para ambas naciones.
That is why the border between Mexico and the United States has to be a space where the authorities of both countries join efforts to curb the illicit traffic of drugs, arms and people, while promoting legal transit of goods and people that impact better standards of life for both nations.

Desde el inicio de esta administración, el gobierno federal ha sido muy claro en su objetivo de devolver la tranquilidad a los mexicanos y a los residentes del pais.
Since the inception of this administration, the federal government has been very clear in its objective of restoring peace to the Mexicans.
Sabemos que sin una auténtica seguridad en la democracia no pueden haber prosperidad, ni desarrollo económico plenos.
We know that without true security in a democracy there can be neither prosperity nor full economic development.

El país que queremos heredar a nuestros hijos necesita cimentarse sobre un ambiente de certidumbre en el que todos podamos desarrollar nuestro potencial.
The country we want our children to inherit needs to be built on an environment of certainty in which we can develop our potential.
Nunca como hoy se ha reconocido la magnitud del reto desde el gobierno federal y se han tomado las acciones para enfrentarlo.
Never like today have we recognized the magnitude of the challenge from the federal government and have taken actions to address it.

Contamos con el apoyo de los ciudadanos y seguiremos adelante.
We have the support of the public and we will move forward.

Esperamos de todos las órdenes de gobierno el mismo nivel de compromiso que nosotros hemos mostrado, y así se está manifestando en muchos casos.
We expect from all government levels (federal, state, local) the same level of commitment we have shown, and this is manifesting in many cases.
Cuando tomamos la decisión de emprender la guerra que hoy libramos, estábamos conscientes de los riesgos y lo costosa que sería.

When we took the decision to wage the war we fight today, we were aware of how risky and costly it would be.

Desde el inicio de su administración, el presidente Felipe Calderón señaló que costaría recursos, vidas humanas y que tendría episodios dolorosos.

Since the beginning of his administration, President Felipe Calderón stated that it would cost resources, human lives and would have painful episodes.
Sabíamos del presupuesto que sería necesario para profesionalizar y mejorar nuestras fuerzas del orden, y para dotarlas del armamento adecuado; de la determinación que requeriría depurar nuestras instituciones; de las vidas que nos robaría la delincuencia cobarde; de los episodios de violencia que buscarían sembrar el terror y minar nuestra convicción.
We knew of the budget that would be needed to professionalize and improve our forces, and to equip them with the appropriate weapons; we knew of the determination needed to purge our institutions; we knew the lives that will be taken away by cowardly crime; we knew that we would have episodes of violence that would seek to sow terror and undermine our conviction.

Sin embargo, decidimos emprender este combate porque es la única alternativa moralmente válida para una sociedad que aspira a vivir en paz y libertad, y porque no hacerlo era más costoso.
However, we decided to undertake this fight because it is the only morally valid alternative for a society that aspires to live in peace and freedom, and because not doing so is more expensive.
Porque rendirnos o ignorar la inminencia de la delincuencia hubiera sido entrar en complicidad con ella, permitirle un crecimiento mayor, cada vez más difícil de revertir.
Because if we gave up or ignored the threat of crime, then we would have become accomplices, and we would allow crime to grow, and make it more and more difficult to reverse.
Porque cederles paso hubiera representado entregarles el futuro de nuestros hijos.
Because if we allow them to take one step, this would have meant that we were giving them the future of our kids.
México no tiene más elección más que seguir luchando y luchar mejor.
Mexico has no choice but to keep fighting and fight better.
México tiene que librar esta guerra.
Mexico needs to wage this war.
Porque la única oportunidad para vivir en paz es ganarla, y en ello estamos empeñados.
Because the only opportunity to live in peace is to win, and that we are engaged.
Hoy luchamos por recuperar la tranquilidad y la libertad.
Today we fight to regain the peace and freedom.
Hoy todos nos enfrentamos a los enemigos de México para apropiarnos de nuestro futuro.
Today we all face the enemies of Mexico to seize our future.

No es éste el momento para dudar en la convicción.
This is not the time to doubt our conviction.
Siempre es oportuno valorar las alternativas tácticas, pero hay evidencia firme del avance de la estrategia, a pesar de los riesgos y de los episodios recientes.
It is always appropriate to evaluate the alternative tactics, but there is strong evidence of the progress of the strategy, despite the risks and the recent episodes.

En los últimos dos años hemos hecho los decomisos de dinero en efectivo, armas y drogas más grandes de la historia en cualquier lugar del mundo; hemos evitado la venta de más de 232 millones de dosis de cocaína, más de cuatro millones de dosis de marihuana y casi 6 millones de dosis de heroína.
In the last two years we have made the largest seizures of cash, weapons and drugs in the history of the world, we have avoided the sale of more than 232 million doses of cocaine, more than four million doses of marijuana and nearly 6 million doses of heroin.
Esto, desde cualquier perspectiva, es un logro mayúsculo.
This, from any perspective, is a tremendous achievement.

Se han asegurado más de una tonelada de metanfetaminas, 15,000 unidades de éxtasis, más de 25 toneladas de efedrina y 15 toneladas de pseudoefedrina.
We have secured more than a ton of methamphetamine, 15,000 units of Ecstasy, over 25 tones of ephedrine, and 15 tonnes of and pseudoephedrine.
Se ha detenido a más de 56 mil criminals, de los cuales un poco mas de 55,000 son mexicanos y casi 700 extranjeros; se han asegurado más de 14.500 vehículos y más de 30 mil armas cortas y largas.
We have arrested more than 56 thousand criminals, over 55,000 Mexicans and 700 foreigners. We have secured more than 14,500 vehicles and over 30 thousand short and long arms.
En este mismo período se han decomisado más de 130 millones de pesos y más de 300 millones de dólares.
In this same period, we have seized more than 130 million pesos and more than 300 million dollars.
Con estos pasos se debilita financiera y operativamente a los cárteles de la droga, lo que hace más complicada su operación y crecimiento, y avanzamos en la protección de los ciudadanos y el fortalecimiento de las instituciones.
With these steps we weakened financially and operationally the drug cartels, making it more complicated for them to operate and grow, and we advance in the protection of citizens and the strengthening of our institutions.

La guerra es de los mexicanos por su país y un logro relevante será refrendar el compromiso de todos para ganarla. Ésta no es una lucha del gobierno federal contra la delincuencia organizada; ésta es el la batalla de toda una sociedad contra quienes desde la cobardía y la impunidad, le quieren hacer daño, es una lucha de todos los mexicanos comprometidos con su futuro.

The war is for us Mexicans to defend our country, and a relevant success is to have the commitment of all of us to win it. This is not a federal government’s fight against organized crime; this is the battle of the whole society against those who, under cowardice and impunity, want to do damage; this is a battle of every Mexican committed to his future.

Para consolidarla, es responsabilidad primordial del gobierno eliminar la impunidad, la inseguridad pública y la corrupción.
To consolidate this war it is a primary responsibility of the government to eliminate impunity, public insecurity and corruption.
Desde el gobierno federal hemos desarrollado acciones claras en este sentido.
The federal government has developed clear actions in this regard.
Hemos desplegado a nuestros elementos de seguridad a las zonas en las que el crimen organizado se creía omnipotente.
We have deployed our security elements to the areas in which organized crime believed themselves omnipotent.

Hemos iniciado la “Operación Limpieza”, que implica una reestructuración profunda de nuestras instituciones.
We have launched “Operation Clean”, which involves a deep restructuring of our institutions.
Con ello hemos detectado en quienes creíamos nuestros aliados, la presencia del enemigo y los hemos expulsado para castigarlos.
With this, we have identified the presence of the enemy in who we thought were our allies. So we have expelled them for punishment.

Desde la cúpula hasta las bases estamos corrigiendo las fallas que no nos permitían ser eficientes.
From the dome to the foundations we are correcting the flaws that did not allow us to be efficient.
Hemos sido transparentes en este proceso porque las victorias y las bajas deben ser conocidas y reconocidas por todos.
We have been transparent in this process because the victories and defeats must be known and recognized by all.

Hemos emprendido una transformación a fondo del sistema de justicia penal con dos grandes propósitos: poner punto final a la impunidad y fortalecer las capacidades del Estado para la persecución de los delitos. Con pleno respeto a los derechos humanos.
We have undertaken a thorough transformation of the criminal justice system with two main purposes: to put an end to impunity and to strengthen the capacities of the state to prosecute crimes, with full respect for human rights.

En 2008 se aprobó la Reforma al Sistema de Justicia Penal y de Seguridad Pública que implanta un sistema acusatorio; fortalece las garantías del debido proceso para quien sea acusado de un delito; la presunción de inocencia; plenas garantías a los derechos de las víctimas; y protección más efectiva para los ciudadanos ante los abusos de autoridad.
In 2008, a reform was approved for the Criminal Justice and Public Security system, which implements a system of accusation; strengthening the guarantees of due process to anyone accused of a crime, the presumption of innocence, the rights of victims; and more effective protection for citizens from abuse of authority.
Además, estamos trabajando para reconstruir el tejido social, a fin de prevenir las adicciones e impedir conductas delictivas en nuestros jóvenes, para evitar que las carencias de nuestra población se conviertan en insumos para el enemigo.
In addition, we are working to rebuild the social fabric in order to prevent addiction and prevent criminal behavior in our youth, to avoid the shortcomings of our population that could become assets for our enemies.

La lucha preventiva en contra de los grupos criminales permitirá que los resultados prevalezcan en el largo plazo, que los costos de senear nuestras instituciones y nuestra sociedad, conlleven beneficios irreversibles.
The preventive fight against criminal groups allows the positive results to prevail in the long term,and that the cost of cleaning our institutions and our society, would bring irreversible benefits.
En el ámbito internacional hemos concertado acciones de cooperación que nos permiten enfrentar al fenómeno transnacional del narcotráfico.
At the international level we have implemented cooperative actions that allow us to confront the phenomenon of transnational drug trafficking.
Así nació la “Iniciativa Mérida”, que nos brinda la oportunidad de luchar de manera integral, coordinada y articulada con estrategias de cooperación a nivel nacional, regional e internacional.
Thus was born the “Mérida Initiative,” which gives us the opportunity to fight in a comprehensive, coordinated and articulated way with strategies of cooperation at a national, regional and international level.

Esta iniciativa significa, por un lado, que tenemos acceso a insumos tecnológicos valiosos para poder combatir el narcotráfico.
This initiative means, first, that we have access to valuable technological tools in order to combat drug trafficking.
Pero sobre todo, implica que el Ejecutivo y Legislativo de los Estado Unidos reconocen cabalmente la actual responsabilidad de nuestros países para acabar con este flagelo.
But above all, it means that the Executive and Legislative branches of the United States fully recognize the responsibility of our countries to stamp out this scourge.
El fenómeno de la delincuencia organizada es un fenómeno trasnacional y debe combatirse como tal.
The phenomenon of organized crime is a transnational phenomenon and must be fought as such.
Hoy, en este foro, queda claro que la frontera con Estados Unidos representa un punto de comunión, una alianza natural que debemos preservar dese ambos lados.
Today, in this forum, it is clear that the U.S. border is a point of communion, a natural alliance that both sides have to preserve.

La construcción de un futuro de cooperación y corresponsabilidad es posible más por asumir hoy en día nuestras responsabilidades, que por calificar nuestros aciertos y fracasos del pasado.
The building of a future of cooperation and shared responsibility is more possible today if we assume our responsibilities, than if focus on qualifying our successes and failures.

Acabar con el dominio de los criminales es un proceso largo y costoso, que se encuentra en una etapa de arranque y profunda convicción.
Breaking the stranglehold of criminals is a long and costly process, which is in a stage of starting and deep conviction.
Poco a poco, los logros se volverán más palpables y sus efectos más permanentes.
Gradually, the gains will become more tangible and the results more permanent.
Con certidumbre, iremos proclamando nuestra victoria, con cada paso que avancemos.
With certainty, we will proclaim our victory, with every step forward.
Perseverando encontraremos el futuro que anhelamos.
With perseverance we will find the future that we aspire.
