Officers

J. ART MACIAS Jr. (BTA Chair)

Art Macias has participated in the Border Trade Alliance since 1997 and was elected chairman in 2007. He is also active as a member of the Arizona-Mexico Commission.

In November 2005, Governor Janet Napolitano appointed Macias Executive Director of the Arizona Lottery, a state agency which has generated over $2 billion for state programs and projects since its inception in 1981. Under his tenure, the Lottery achieved record-breaking sales for fiscal year 2006. Revenues exceeded $468.7 million which meant a net profit for the state of $141 million.

Prior to this appointment, he served as the Governor’s Director of the Arizona Department of Weights and Measures, a regulatory agency that oversees more than half the commercial transactions conducted within the state of Arizona. Macias contributed to the agency’s role as a national leader among consumer protection agencies. He played an active role in fuel supply issues, aiding Gov. Napolitano during the 2003 Kinder Morgan pipeline break. He targeted moving scams, enabling the agency to save over 50 Arizona families more than $80,000 in fiscal 2005. The U.S. EPA recognized the department’s air and fuel quality program with a 2005 Environmental Award.

Prior to joining state government, Macias served for seven years as the Director of the Community and Economic Development Department of the City of Douglas on the U.S.-Mexico border in southeastern Arizona. He led the region’s economic development efforts, including binational strategic planning efforts and business development projects that spanned the international border between the U.S. and Mexico.

Macias is a founding board member of the Arizona Latino Research Enterprise (ALRE), participates on the board of directors of Goodwill Industries of Central Arizona and was appointed by Governor Napolitano to serve on the State of Arizona Governing Committee for Tax Deferred Annuity and Deferred Compensation Plans. Mr. Macias received a Bachelor of Arts degree in Economics from Brandeis University. He completed a French Master’s in International Management from the Ecole Supérieure des Sciences Economiques et Commerciales (ESSEC) in Paris, France as a Rotary Ambassadorial Scholar.
