Dear Chairman Jordan:

On behalf of the Border Trade Alliance and our members in the public and private sectors, we write to express our strong support for the Combating Organized Retail Crime Act (CORCA), H.R. 2853, and we respectfully urge the Judiciary Committee to consider this bill at the next available opportunity.

The BTA is dedicated to supporting public policy that encourages the safe and secure movement of freight via all modes of transportation. Our members, who represent stakeholders across the U.S., Mexico, and Canada, are increasingly alarmed by the rise in organized cargo theft, which undermines cross-border commerce and drives up transportation costs.

Organized criminal networks are exploiting vulnerabilities across freight corridors, rail yards, ports of entry, and truck staging areas. In 2024 alone, rail-related cargo theft rose more than 40%, with average losses exceeding $200,000 per incident. Nationwide, cargo theft is now estimated at $35 billion annually. For supply chains that depend on reliable freight movement across our land borders, these losses represent not only a threat to economic continuity, but also to public safety.

The CORCA legislation takes direct aim at this growing problem by:

  • Strengthening cross-agency coordination and data sharing
  • Expanding law enforcement’s authority to investigate and prosecute organized theft rings
  • Protecting vital supply chain infrastructure, including ports of entry, inland ports, and rail and truck corridors

We commend the bipartisan leadership behind CORCA and urge its swift passage. This legislation will modernize federal enforcement tools, safeguard freight systems, and protect the competitiveness of North American trade.
